A hearing was held on apportionment and citizenship, titled "Counting the Vote: Should Only U.S. Citizens Be Included in Apportioning Our Elected Representatives?" The committee first heard from Representative Miller on her proposed joint resolution to amend the Constitution to mandate that only U.S. citizens were counted in census data for apportionment purposes. At 31:00 two demographers, including Steven A. Camarota of the Center for Immigration Studies and Clark Bensen of Polidate Company , comprised a second panel that testified on the impact of non-citizens on apportionment, the impact on the Electoral College, and eligibility of Latino permanent residents. Legal and academic scholars participated in the third panel. They discussed potential effects on census accuracy, promotion of naturalization, and the legal aspects of the proposal.
